Implications of REACH legislation.

 

The recent publication of the EU’s REACH legislation has important implications for the fragrance industry and its customers.

REACH refers to both the manufacture of chemical substances within the EU and the importing of chemical substances into the EU.  

At Belmay Fragrances our goal is to help our customers to understand the implications of REACH; the possible effects of the legislation on their business, and how best to approach the topic and meet the requirements of the legislation, whilst at the same time ensuring that our own supplies of materials and finished products will not be interrupted as a result of the REACH legislation.

In order to understand how REACH will affect your company it is first important to understand a few important points:

•REACH covers any chemical substance used outside of the inks and paints industry.

•Any substance covered by REACH must be registered (and initially pre-registered) for any specific use if it is to be manufactured within the EU in quantities greater than or equal to 1 tonne per year, or imported into the EU in quantities greater than or equal to 1 tonne per year.

•Substances imported into the EU which form part of a mix of substances must be registered if 1 tonne per importer or more of the substance within that mix is imported per year. I.e. if a solvent is present in a product at 20% and 5 tonnes of the product is imported into the EU per year then that solvent must be registered.

•Cumulative quantities of substances present in product must be considered. I.e. 500kg of a substance in one product being imported into the EU in a year and 500kg of the same substance in another similar product being imported into the EU in a year must be registered.
